Mother of Man Killed in Deputy-Involved Shooting in Ladera Heights Sues County and L.A. County Sheriff’s Department

The mother of a man who was shot and killed in March during an encounter with Los Angeles County sheriff’s deputies has sued the county and the Sheriff’s Department, saying that deputies lacked proper training and used unnecessary force against her son, who suffered from a mental illness.

The civil rights lawsuit was filed Monday in U.S. District Court. It follows another federal lawsuit filed by the children of Dennis “Todd” Rogers, 41, who was shot by deputies the night of March 7 outside a 24 Hour Fitness gym in Ladera Heights.

Peter Morris, an attorney representing Rogers’ mother, said that Rogers had been asked to leave the gym, where he was a member. Rogers complied, but returned a few hours later and was shot and killed by one or more deputies, Morris said.

The lawsuit alleges that deputies attempted to shock Rogers with stun guns, and that Rogers was “unarmed and made no offensive moves towards the deputies when they killed him.”

The 100-acre fire had left four firefighters with heat-related injuries by about 3:30 p.m., according to the San Bernardino Fire Department.

No evacuations have been ordered as a result of the fire.

Man Arrested on Suspicion of Breaking Into Riverside Home, Killing Siberian Husky Puppy With Machete

A 23-year-old man was arrested after allegedly breaking into a Riverside home, stealing multiple items and killing a puppy with a machete, Riverside authorities announced on Monday.

Armando Medina is shown in a booking photo released by Riverside police on July 31, 2017.

Riverside officers were called to a home in the 10300 block of Wagner Way around 2:30 p.m. on Sunday after receiving reports of a possible vehicular burglary in progress.

Armando Medina, a transient, allegedly kicked open the back door of the home, entered the property and began stealing numerous items prior to authorities arrival, the Riverside Police Department stated in a press release.

Medina then ran to the backyard where he allegedly killed the puppy with a machete and attempted to flee in the victim’s vehicle, police said.

The dog was an 8-month-old Siberian husky, according to John Welsh, a spokesman for Riverside County Department of Animal Services.

The victims surrounded Medina on the street and captured him before he was able to allegedly steal the vehicle, according to police.

Officers arrived on the scene a short time later and took Medina into custody after a struggle.

Authorities from the Riverside County Department of Animal Services responded and took possession of the deceased puppy, police added.

Medina was booked into jail in connection with residential burglary, attempted auto theft, cruelty to an animal, resisting arrest using violence and parole violations.

Indianapolis Elementary School Teacher Invites Students to Participate in Wedding

Photos by Cory & Jackie | Wedding Photographers

When it came time for an Indianapolis teacher to choose a flower girl and ring bearer, the only kids who came to mind were her students.

Photos by Cory & Jackie | Wedding Photographers

That’s why Marielle Slagel Keller of Butler Lab School invited her entire class to be in her recent wedding, according to WXIN.

Indianapolis Public Schools says 20 students walked down the aisle wearing all white and carrying garland.

“They mean the world to me,” said Keller. “The kids and their families were part of the whole wedding planning process with me and gave me so much support along the way. They are a huge part of who I am and it would not have felt right to not have them there.”

The school says students took great pride in participating in their teacher’s big day. For some, it was even their first wedding.

Keller teaches a combination of kindergarten and first grade students, so some of the students will have her as a teacher again this year.

The students go back to school Monday.

Cellphone Video Captures Lightning Striking Just Feet From Las Vegas-Area Woman

Watch Video

A Las Vegas-area woman said she was feeling lucky to be alive after feeling lightning strike just feet from where she was standing.

Aida Dominguez of Henderson was outside recording the storm on her cell phone when the bolt struck a nearby street lamp, television station KTNV reported.

“I don’t know how I was so brave, but I did not scream once. I just thought to run!” she said.

Dominguez was outside getting video because her husband was working on the Las Vegas Strip and wanted to see what was happening at home in Henderson. She recorded a few lightning bolts before the huge one that made the whole street shake and forced her to run inside.

“I almost couldn’t even tell what happened because everything just got so bright,” she said.

KTNV Meteorologist Karla Huelga said she was not surprised the bolt touched down where it did near Dominguez’s home on the far east side of Henderson.

“It’s not uncommon that she would have had a bolt so close because she’s in between mountain ranges, which is where the storm last night was the most intense,” Huelga said.

The incident was a close call and a good lesson for everyone.

“We have our cheesy little phrases like, ‘When thunder roars, go indoors,'” said Huelga.

Dominguez was more definitive.

“I’ll be staying inside from now on,” she said.

A Week After Trump’s Tweets on Transgender Troops, Pentagon Awaits Formal Direction From White House

Watch Video

Nearly a week after President Donald Trump wrote a tweet that appeared to reinstate a ban on transgender service members, the US military is still awaiting formal direction from the White House regarding any potential policy changes, a spokesman for the Pentagon said Monday.

“What you saw in the form of a tweet was representative of an announcement, that doesn’t result in any immediate policy changes for us. We will await formal direction,” US Navy Capt. Jeff Davis told reporters at the Pentagon.

Asked if Trump’s Wednesday tweets were the only White House guidance the Pentagon had received so far on the topic, Davis responded: “Correct.”

“We are now in the process of waiting for that to be formally articulated to us in a policy memo and we’ll be standing by to make that happen, until then (we) don’t have anything on it,” Davis added.

Defense officials told CNN last week that the Pentagon had asked the White House for additional guidance soon after the President’s tweet.

The Joint Chiefs of Staff, including chairman Gen. Joseph Dunford, were not aware Trump planned to tweet about a ban on transgender service members, three US defense officials told CNN Wednesday, an indication that top military leaders across all four service branches were blindsided by the President’s announcement.

Dunford sent a memo Wednesday to the service chiefs informing them that there will be “no modifications to the current policy until the President’s direction has been received by the Secretary of Defense and the Secretary has issued implementation guidelines.”

Trump’s tweets came less than a month into the six-month delay set by Defense Secretary James Mattis to review the US military’s policy on transgender service members.

A US official told CNN that Mattis was consulted on Trump’s plan to announce a ban.

But Trump’s tweets were quickly criticized by lawmakers, including chairman of the Senate Armed Services Committee Sen. John McCain, who called it “yet another example of why major policy announcements should not be made via Twitter.”

Hackers Target HBO, Allegedly Leak ‘Game of Thrones’ Script

“Game of Thrones” network HBO has been hit with a cyberattack, making it the latest entertainment company to become compromised by hackers.

HBO confirmed in a statement Monday that it experienced a cyber incident that compromised proprietary information. The company said it immediately began to investigate the incident and is working with law enforcement and independent cyber security experts.

“As most of you have probably heard by now, there has been a cyber incident directed at the company which has resulted in some stolen proprietary information, including some of our programming,” said HBO Chief Executive Richard Plepler in a memo to staff. “Any intrusion of this nature is obviously disruptive, unsettling, and disturbing for all of us.”

Hackers earlier sent emails to media outlets claiming they had put HBO information online, including a script for an upcoming “Game of Thrones” episode and video of new episodes of “Ballers” and “Room 104.”

Former Arizona Sheriff Joe Arpaio Found Guilty of Contempt for Continuing Patrols Targeting Immigrants

Former Maricopa County, Arizona, Sheriff Joe Arpaio has been found guilty of criminal contempt, court records show.

Arpaio was accused of violating a court order in a racial profiling case by continuing patrols targeting immigrants. US District Court Judge Susan Bolton handed down her ruling in court papers signed on Monday.

US District Court Judge G. Murray Snow first issued a temporary injunction in 2011, barring Arpaio from detaining people solely based on their immigration status. Snow issued a permanent order two years later.

Arpaio has contended the order wasn’t clear and he didn’t intend to violate it. Federal prosecutors alleged his defiance was deliberate, and something he believed he could get away with.

The 85-year-old, who once called himself “America’s toughest sheriff,” could face up to six months in jail when he is sentenced on October 5. His eight-day trial wrapped up earlier this month.

Tropical Storm Emily Makes Landfall in Florida

Tropical Storm Emily has landed, striking a coastal Florida island just west of Bradenton and dropping several inches of rain, according to the National Hurricane Center.

Gov. Rick Scott declared a state of emergency for 31 counties in southern and central Florida.

The storm brought winds of 45 mph to Anna Maria Island about 10:45 a.m. Monday. Residents braced for heavy rain and possible flash flooding.

Emily is expected to weaken to a tropical depression as it moves across the Florida peninsula over the next 24 hours.

“While this storm developed quickly overnight and will swiftly move across our state, storms can always develop rapidly and that is why is it so important to be prepared at the start of hurricane season,” Scott said in a statement.

Tropical storm warnings are in effect for six counties, including Pinellas, Sarasota and Lee.

Emily is expected to dump two to four inches of rain along the west coast of central Florida between the Tampa Bay area and Naples, according to the 8 a.m. National Hurricane Center advisory. In some isolated areas, such as the town of Valrico, due east of Tampa, as much as 8 inches of rain have fallen in the past 48 hours, according to the National Weather Service.

Parts of St. Petersburg have seen nearly 6 inches of precipitation. More than 4 inches have fallen on West Longboat Key and Treasure Island.

The state has been monitoring the system since it was a tropical depression.

Scott and Florida Division of Emergency Management Director Bryan Koon urged residents to make the proper preparations for the storm.

They advised people to visit the FL GetAPlan.com website for resources and information.

No evacuation orders are in effect yet.

2,310-Calorie Dish Tops Health Group’s Annual List of Unhealthy Restaurant Meals

A pasta dish that has more than a day’s worth of calories and a pizza with more than three days’ worth of saturated fat are just two of the meals featured in the 2017 Xtreme Eating Awards.

The annual awards were announced by the consumer advocacy group Center for Science in the Public Interest last week and published in the group’s latest Nutrition Action Healthletter. Each meal is given an award-themed title like “Worst Cocktail Design” or “Worst Adapted Pasta.”

“Leave it to America’s chain restaurant industry to market a stack of pancakes as a side dish, or to lard up quesadillas and pasta with pizza toppings, or to ruin a perfectly good sweet potato,” said CSPI senior nutritionist Lindsay Moyer.

Before we get to the “awards,” keep in mind — the average “day” includes 2,000 calories, 2,300 milligrams of sodium, 20 grams of saturated fat and 50 grams of sugar.

Editor’s note: All nutritional information compiled by Leah Ettman and Jennifer Urban at CPSI.

And the awards go to:

Worst Adapted Pasta

Credit: Center for Science in the Public Interest

“With 2,310 calories, 79 grams of saturated fat, and 4,370 mg of sodium, the dish is like eating a Pizza Hut Meat Lover’s Personal Pan Pizza topped with three cups of pasta and a cup of heavy cream.” – CPSI

Editor’s note: The nutritional information for this item was provided by the CPSI. Because it’s listed as a new menu item, the nutritional information is not available on the Cheesecake Factory’s official website.

Least Original Breakfast

Credit: Center for Science in the Public Interest

“When you go with 3 Buttermilk Pancakes (with butter and syrup) as your side, the breakfast has 1,990 calories, 45 grams of saturated fat, 4,580 mg of sodium, and an estimated 44 grams of added sugar.” – CPSI

Editor’s note: Nutritional information for this item can be viewed on IHOP’s official website.

Most Damage from a Supporting Vegetable

Credit: Center for Science in the Public Interest

“By itself, the massive 16 oz. Prime Rib at Texas Roadhouse has 1,570 calories.  That’s before you choose your two sides.  One of them—for an extra 99 cents—is a doozy.  CSPI is ordinarily a fan of sweet potatoes, but the Roadhouse’s Loaded Sweet Potato (770 calories) comes entombed under a pile of mini marshmallows and caramel sauce.” CPSI

Editor’s note: Nutritional information for this item can be viewed on the official Texas Roadhouse website.

Most Ridiculous Ending

Credit: Center for Science in the Public Interest

“It’s called the Ridiculously Awesome, Insanely Large Chocolate Cake. ‘Nuff said,’ says Uno Pizzeria & Grill’s menu. Ditto that.” – CPSI

Editor’s note: Nutritional information for this item can be viewed on the official UNO Pizzeria & Grill website.

Worst Original Appetizer

Credit: Center for Science in the Public Interest

“To your arteries and waistline, a Carnivore Pizzadilla looks like 100 slices of pepperoni layered atop two Taco Bell Cheese Quesadillas, or half a stick of butter melted over three McDonald’s Quarter Pounders with Cheese. Mmm…”‘ – CPSI

Editor’s note: Nutritional information for this item can be viewed on the official Dave & Buster’s website.

Some of the other “winners” include “Worst Cheese in a Leading Role” and “Worst Visceral Effects.” To view the full list, visit http://ift.tt/2uNB8SE.

The FDA is currently accepting public comments regarding a decision to delay menu labeling. Food retailers are pushing for legislation that would allow companies to use “arbitrary serving sizes” and allow pizza chains to avoid disclosing calories on menu boards, according to the CPSI.

Los Angeles Makes Deal to Host 2028 Summer Olympics: Source

Los Angeles has reached an agreement with Olympic leaders on terms that will pave the way for hosting the Summer Games in 2028 instead of 2024, according to a source close to the negotiation.

The deal will bring the Olympics back to Southern California for a third time, after Los Angeles hosted the Games in 1984 and 1932. It also opens the door for Paris to host the Games seven years from now.

An International Olympic Committee announcement is expected later today.

This bid competition began as a simple race for 2024, but all that changed in June when the IOC decided that, with two strong candidates, it would take the unusual step of giving 2024 to one city and 2028 to the other.

Father Detained by ICE After Dropping Daughter Off at Lincoln Heights School May Be Deported Next Week

The family of Romulo Avelica-Gonzalez, an immigrant in the country illegally whose case has drawn international media attention, was devastated to learn that he could be deported as early as next week.

Avelica-Gonzalez, 49, has been held at a federal detention facility since Feb. 28, when immigration agents arrested him minutes after he dropped off his 12-year-old daughter at her Lincoln Heights school.

Lawyers for Avelica-Gonzalez in June settled the two decades-old misdemeanor convictions — for driving under the influence and for receiving stolen car tags — that prompted his arrest. He pleaded guilty to lesser vehicle code violations.

U.S. Immigration and Customs Enforcement officials had cited a deportation order based on the former convictions as the reason for picking him up in February. His lawyers had hoped that with the changes, ICE would grant his release and cancel his deportation order.

Toddler in ICU After Testing Positive for E. Coli Following Swim in NorCal Lake; Other Children Hospitalized

A relative of a 3-year-old boy who was hospitalized with E. coli after swimming in a popular Northern California lake recently spoke out about the family's ordeal on Sunday.

According to the Nevada County Public Health Department, five children have gotten sick -- three of them testing positive for E. coli. The county says all of them had been swimming at Lake Wildwood beach near Grass Valley in Nevada County, KTLA sister station KTXL in Sacramento reported.

"He started coming down with symptoms earlier this week, around Monday or Tuesday. Real upset stomach, digestive issues, blood in his stool," Sara Dunn, the toddler's aunt told the station Sunday.

The family does not want to release his name, but Dunn says her sister -- the boy's mother -- took him to Lake Wildwood Beach last week. They went swimming near the clubhouse, which is where the boy and four others were possibly exposed to E. Coli, the Nevada County Public Health Department believes.

He "was taken to Sierra Nevada Tuesday, admitted to ICU shortly afterwards. And was admitted to UC Davis yesterday because he tested positive for E. coli and it's now affecting his kidneys," Dunn said.

The health department says five children became very ill, and three have now tested positive for E. coli. Dunn says her nephew knows at least one of the other sick boys, and she believes some adults are also being treated.

"They are friends, know each other. So, they very well might have been there the same day. But, yeah, the mother's also pregnant, who is also affected, and her son," Dunn said.

The health department has closed down the beach after water tested there had high levels of fecal coliforms, bacteria that can cause serious illness.

There are wastewater treatment plants near the lake, but the county public works department said it didn't find any leaks and the system appears to be working normally.

Dunn feels like more could have been done to prevent people getting sick.

"Alert residents, posting more signs on beaches, maybe caution don't swim," she said.

KTXL reported that while there were no swimmers at the lake Sunday, many people were boating and some were even fishing on it.

Meanwhile, Dunn hopes the community prays for her sister's family.

"I can't imagine the pain and stress. They're holding up OK, the best they can, but it has been hard for all of us," she said.

62-Year-Old Woman Dies After Violent Robbery at Victorville Swap Meet; Suspect Attacker Arrested

A woman who worked at a clothing business at an indoor swap meet in Victorville died after being robbed and violently attacked by a Norwalk man on Sunday evening, authorities said.

Chong Suk Hong, a 62-year-old Victorville resident, was working at Xtreme Menswear at the Victorville Galleria when she was attacked.

Victorville police were called to the swap meet, at 14560 Palmdale Road, at 5:42 p.m. after a 911 caller said a person who assaulted a clerk was being detained by security.

Deputies arrived and found Hong with “violent injuries,” according to a news release sent out Monday morning by the San Bernardino County Sheriff’s Department. She was taken to a hospital, where she was pronounced dead less than an hour later.

The man stopped by swap meet security was identified as Tom Raymond, 29.

Nashville Mayor’s 22-Year-Old Dies After Suspected Overdose in Denver

Watch Video

The son of Nashville’s mayor died over the weekend “from an overdose,” Mayor Megan Barry and her husband, Bruce, said in a statement.

Max Barry, 22, died on Saturday evening in Denver, Colorado, his parents said. He died in the Littleton area, a suburb of Denver, the Jefferson County Sheriff’s office told CNN.

“Early this morning, we received news that no parents should ever have to hear. Our son Max suffered from an overdose and passed away,” they said Sunday.

“We cannot begin to describe the pain and heartbreak that comes with losing our only child. Our son was a kind soul full of life and love for his family and friends.”

An autopsy has been completed, but the results will not be available for several weeks, the coroner’s office said.

Barry graduated in June from the University of Puget Sound in Tacoma, Washington. He attended Eakin Elementary School, West End Middle School, and MLK High School in Nashville before attending and graduating from University School of Nashville.

“Everything Max did was outsized. He was an enormous personality. You knew when he walked into a room that he was there. He was funny,” said Dean Masullo, Max’s former adviser at the University School, according to CNN affiliate WKRN.

“He had a great sense of humor that he clearly got from his dad. He was smart, he was personable, he was empathetic, he cared deeply about his friends and his family and he loved his school and all of the people in his life,”

A visitation will be held at the Martha Rivers Ingram Center for the Performing Arts at the Blair School of Music in Nashville, from 5 to 8 p.m. on Monday. A memorial will be held at the Belcourt Theater in Nashville, starting at 10 a.m. Tuesday.

“Our family would greatly appreciate your thoughts and prayers, and would respectfully ask for privacy as we mourn the loss of our child and begin to understand a world without his laughter and love in our lives,” the Barry family said in the statement.

Condolences poured in from a range of people, former classmates and teachers and political figures, such as New York Mayor Bill de Blasio and US Rep. Jim Cooper.

Messages of condolence can be sent to megan.barry@nashville.gov or to the Office of Mayor Megan Barry, 1 Public Square, Nashville, Tennessee 37201. Contributions in his memory can be made to the Oasis Center or Nashville Humane Association.

Studies: Earth’s Global Temperature to Warm More Than 2 Degrees by End of This Century

By the end of the century, the global temperature is likely to rise more than 2 degrees Celsius, or 3.6 degrees Fahrenheit.

This rise in temperature is the ominous conclusion reached by two different studies using entirely different methods published in the journal Nature Climate Change on Monday.

One study used statistical analysis to show that there is a 95% chance that Earth will warm more than 2 degrees at century’s end, and a 1% chance that it will be at or below the 2 degree mark.

“The likely range of global temperature increase is 2.0-4.9 [degrees Celsius] and our median forecast is 3.2 C,” said Adrian Raftery, author of the first study. “Our model is based on data which already show the effect of existing emission mitigation policies. Achieving the goal of less than 1.5 C warming will require carbon intensity to decline much faster than in the recent past.”

The second study analyzed past emissions of greenhouse gases and the burning of fossil fuels to show that even if humans suddenly stopped burning fossil fuels now, Earth will continue to heat up about two more degrees by 2100. It also concluded that if emissions continue for 15 more years, which is more likely than a sudden stop, Earth’s global temperature could rise as much as 3 degrees.

“Even if we would stop burning fossil fuels today, then the Earth would continue to warm slowly,” said Thorsten Mauritsen, author of the second study. “It is this committed warming that we estimate.”

Taken together, the similar results present a grim reality.

“These studies are part of the emerging scientific understanding that we’re in even hotter water than we’d thought,” said Bill McKibben, an environmentalist not affiliated with either study. “We’re a long ways down the path to disastrous global warming, and the policy response — especially in the United States — has been pathetically underwhelming.”

Because both studies were completed before the United States left the Paris Agreement under President Trump earlier this year, that has not been accounted for in either study.

“Clearly the US leaving the Paris Agreement would make the 2 C or 1.5 C targets even harder to achieve than they currently are,” said Raftery.

Why two degrees?

The 2 degree mark — that’s 3.6 degrees Fahrenheit — was set by the 2016 Paris Agreement. It was first proposed as a threshold by Yale economist William Nordhaus in 1977. The climate has been warming since the burning of fossil fuels began in the late 1800s during the Industrial Revolution, researchers say.

If we surpass that mark, it has been estimated by scientists that life on our planet will change as we know it. Rising seas, mass extinctions, super droughts, increased wildfires, intense hurricanes, decreased crops and fresh water and the melting of the Arctic are expected.

The impact on human health would be profound. Rising temperatures and shifts in weather would lead to reduced air quality, food and water contamination, more infections carried by mosquitoes and ticks and stress on mental health, according to a recent report from the Medical Society Consortium on Climate and Health.

Currently, the World Health Organization estimates that 12.6 million people die globally due to pollution, extreme weather and climate-related disease. Climate change between 2030 and 2050 is expected to cause 250,000 additional global deaths, according to the WHO.

Our potential future

The first study used population, carbon emission and gross domestic product data from 152 countries (accounting for 98.7% of the world’s population as of 2015) over the past 50 years to develop a new statistical model, said Raftery, a professor of statistics and sociology at the University of Washington.

Many studies come from the Intergovernmental Panel on Climate change and use climate model scenarios — not forecasts — to use as examples of what might happen, based on specific assumptions about economics, population and carbon emissions in the future.

“This leaves open the question of how likely they are, or whether they cover the range of possibilities,” Raftery said. “In contrast, our results are statistically based and probabilistic, in that they aim to cover the range of likely outcomes.”

What Raftery and his colleagues discovered is that population is not a factor.

“This is due to the fact that much of the expected future population growth will be in Africa, in countries whose carbon emissions are currently very low,” Raftery said.

The study confirms conclusions of many other studies, said Bill Hare, director and senior scientists of nonprofit Climate Analytics. Hare was not affiliated with either study.

“This interesting paper confirms the conclusion about where the world is headed unless there is a major increase in the ambition of climate and energy policies,” Hare said.

The other finding of the study suggests that achieving a goal of less than 1.5 Celsius warming would require carbon intensity to decline faster than it has in the past. “The whole purpose of climate and energy policy is to accelerate decarbonisation and this will necessarily be faster than what we have seen globally,” Hare said.

Mauritsen, author of the second study and climate researcher at Max Planck Institute for Meteorology, also shared thoughts on Raftery’s findings.

“It seems interesting in that it uses an economic statistical model that accounts for an increasing energy efficiency as societies develop,” Mauritsen said. “It shows that the 1.5 to 2 degrees targets will not be met without additional mitigation, and suggests that a focus on energy efficiency is the best way forward.”

The impact of our past

By combining observations of past global warming and how much heat and carbon is being captured and taken in by the ocean, Mauritsen and his co-author, Robert Pincus, found that even though CO2 has an incredibly long lifetime in the atmosphere, the ocean’s absorption capacity may reduce estimates of global warming by 0.2 degrees Celsius.

They arrived at the “committed” warming of 1.3 Celsius by 2100, and the estimate including the ocean factor is 1.1 degrees Celsius. But that is still nearly 2 degrees Fahrenheit: 1.8, to be precise.

“What the study is not concerned with is how future emissions might develop,” Mauritsen said. “This is a societal problem where we as physical scientists have fairly little to add. These future emissions will, however, add warming on top of the already committed warming and so our study can act as a baseline for estimating how far we are from reaching various temperature targets.”

Hare also found this study to be consistent with previous papers on global temperatures on the rise.

“It shows, in effect, that unless we start reducing emissions quickly soon there is a risk that we will overshoot temperature limits like 1.5 or 2 degrees C,” Hare said. “It is just another confirmation of how dangerous the present situation is unless CO2 emissions, which have flatlined in the last few years, really start dropping.

“This addresses a somewhat different question, namely how much warming should we expect if fossil fuel emissions were to suddenly cease,” Raftery said. “In contrast, our study tries to assess how much warming we should expect given realistic future trajectories of emissions. Thus the other study provides a lower bound on expected emissions and warming, and this is indeed lower than the likely range we find, as we would expect.”

What can be done?

Researchers know that if there is any hope of preventing the outcomes they include in their findings, changing public policy is key.

“The next few years are going to be key in the fight against global warming,” said Dargan Frierson, co-author of the first study. “Are we going to get to work installing clean energy, or stick to old polluting sources? If we don’t act quickly, we better get to work preparing for many severe consequences of a much hotter world.”

“There are only two realistic paths toward avoiding long-run disaster: increased financial incentives to avoid greenhouse gas emissions and greatly increased funding for research that will lead to at least partial technological fixes,” said Dick Startz, economist and co-author of the second study. “Neither is free. Both are better than the catastrophe at the end of the current path.”

Silver linings and hope are hard to find in climate change studies, but they also don’t account for every factor.

“The only bright point is that, as the study authors say, they haven’t factored in the plummeting cost of solar power,” McKibben said. “That’s the one way out we still might take — but only if our governments take full advantage of the breakthroughs our engineers have produced.”

4 Arrested in Australia After ‘Advanced’ Terror Plot to Down Plane Is Foiled

Watch Video

Police raided at least five properties in Sydney, Australia, on Monday after four men were arrested over a plan to bring down an airplane as part of a complex terror plot.

Investigators dressed in full protective gear were observed rifling through garbage at the scene and removing items from at least one apartment.

Police walk outside the international terminal as they patrol Sydney Airport on July 31, 2017. One local resident told CNN he had never seen anything like it in his neighborhood.

While Australian media was abuzz with theories around the type of the terror device, Australian Federal Police (AFP) commissioner Andrew Colvin said there were no official details had been released as yet.

“The plot that we are investigating we believe was an attempt to put a device onto an aircraft, but beyond that the speculation is just that — it’s speculation,” Colvin told a press conference Monday.

A report in local newspaper The Australian said the plan involved “constructing an explosive device … that would kill the occupants of a plane with poisonous gas.” The AFP would not confirm or deny the report and Minister of Immigration Peter Dutton told Australian media: “I don’t want to go into the detail” when asked about the possibility of such an attack.

Experts told CNN that it would be difficult to get such a device on a plane.

Australian Prime Minister Malcolm Turnbull told ABC radio the plot was “advanced,” but wouldn’t comment any further.

Raids in 4 suburbs

The raids followed searches in four different Sydney suburbs on Saturday, including Lakemba, Surry Hills, Wiley Park and Punchbowl.

A 39-year-old man was treated in Sydney’s St. Vincent hospital following the Saturday raids, the hospital confirmed to CNN, but they wouldn’t say if he was one of the suspects.

Late on Sunday, police said they had been granted a special seven-day extension in the New South Wales Magistrates Court to continue interrogating the four suspects without pressing charges.

“It should be noted that the presumption of innocence applies to these person,” AFP said in a statement.

‘Elaborate conspiracy’

News of the arrests was first announced on Saturday, in a press conference fronted by Colvin and Turnbull, who described the plot as an “elaborate conspiracy.”

“The operation is continuing. At this stage, four people have been arrested and a considerable amount of material has been seized by police,” Turnbull said Saturday.

Colvin said the plotters had been intending to use an “improvised device” to bring down a plane, although he wouldn’t elaborate on what type of device it was.

The commissioner said the terror plot was Islamist-inspired but wouldn’t link it to any particular terrorist group.

“Exactly what is behind this is something that we will need to investigate fully,” Colvin said.

Airport security tightened

Extra security measures have been put in place at Australian airports since the planned attack was thwarted, authorities said.

In his Saturday briefing, Colvin would not elaborate on what the new security measures were, but warned terrorists were becoming more “ingenious.”

“What people can expect is there’s an increased police and security agency presence. You can expect longer delays to make sure that more screening is being done on baggage,” he said.

Despite a few delays during peak period on Monday morning, Sydney Airport has generally been operating smoothly despite the new measures.

Australia’s terrorism threat level remains in the middle at “probable,” the Prime Minister said, between “possible” and “expected.”

“The number one priority of my government, and my commitment to the Australian people, is to keep them safe,” he said.

The arrests come a month after ISIS claimed responsibility for an attack at a suburban Melbourne apartment building, where one man was killed and three police officers were wounded.

California Bullet Train Likely to Face More Environmental Challenges in Wake of State Supreme Court Ruling

California’s high-speed train project is likely to continue to be buffeted by environmental challenges as a result of a decision by the state’s top court.

In a 6-1 ruling last week written by Chief Justice Tani Cantil-Sakauye, the California Supreme Court decided that federal rail law does not usurp California’s tough environmental regulation for state-owned rail projects.

It clears the way for opponents of the $64-billion bullet train to file more lawsuits as construction proceeds and also allows Californians to challenge other rail uses, such as the movement of crude oil from fracking.

A federal court could later decide the matter differently, ruling that U.S. law trumps state regulation.

VP Pence Slams Russia After Putin Announces U.S. Diplomatic Missions Would Be Gutted of 755 Staff

US Vice President Mike Pence launched into a wide-ranging tirade against Russia on Monday, signaling no let-up in an increasingly bitter row between Moscow and Washington over sanctions.

On a visit to the Baltics, Pence denounced Russia as an “unpredictable neighbor” that sought to “redraw international borders by force.”

Pence’s intervention, on a visit to the Estonian capital of Talinnn, came a day after President Vladimir Putin announced he would gut US missions in the country. That decision came after US Congress passed a bill last week to slap fresh sanctions on Russia over its 2016 US election meddling.

Any prospect of a reset of US-Russian relations, previously advocated by both Putin and US President Donald Trump, now appears slim.

“At this very moment, Russia continues to seek to redraw international borders by force, undermine democracy in sovereign nations, and divide the free nations of Europe, one against another,” Pence said at a press conference, alluding to the Russian annexation of Crimea.

“Under President Donald Trump, the United States of America rejects any attempt to use force, threats, intimidation, or malign influence in the Baltic states or against any of our treaty allies.”

Speaking alongside presidents of Estonia, Lithuania and Latvia, Pence sought to assure the Baltic leaders that the US would not be intimidated by Putin’s announcement Sunday that US missions would be stripped of 755 staff members and two properties. There are around 1,200 staff members working at these missions, though it is not clear how many are US citizens.

“To be clear, we hope for better days, for better relations with Russia, but recent diplomatic action taken by Moscow will not deter the commitment of the United States of America to our security, the security of our allies, and the security of freedom loving nations around the world,” he said.

Retaliation for Obama sanctions

Putin is seeking to reduce the number of staff members at US missions in Russia to 455, a figure equal to the number of Russian diplomats now in the United States, the Russian Foreign Ministry said earlier, giving a deadline of September 1 for the cuts.

Putin’s decision to cut staff members was also a delayed retaliation to sanctions imposed at the end of Barack Obama’s presidency in 2016, when the US expelled 35 Russian diplomats from the country and seized two compounds used by Russian missions. Those actions were in response to Russia’s election meddling, as well as its continued military aggression in Ukraine.

When asked if there was a way out of the political impasse, Kremlin spokesman Dmitry Peskov said there needed to be the political will to restore relations and called for the sanctions against Russia to end.

But Peskov also said that Putin and Moscow were interested in cooperating with the US “where it fits our interests.”

Washington Teen Dies in Crash After Sneaking Out of Home; He ‘Paid the Ultimate Price,’ Grieving Mother Says

A Washington mother sayid her son "paid the ultimate price" when he sneaked out of their Lynwood home and crashed his car, killing him and two other teenagers, according to KTLA sister station KCPQ in Seattle.

Landon Staley, 16, was behind the wheel when his Kia Sorento crashed into the back of a parked semi-trailer early Wednesday morning.

The force of the crash was so powerful it sheared off the top of the SUV, according to KCPQ. Investigators are still determining what happened moments before the fatal crash.

“You can’t prepare yourself for losing a child,” Landon's mother, Cari Staley, told KCPQ on Thursday.

Landon, who got his driver's license only two months ago, sneaked out of his family's apartment on the night of the crash to drive around with some friends, his mother said.

“He decided to go out and drive and break a few rules and paid the ultimate price,” Staley said. “I just really hope this tragedy impacts kids."

Staley, who lost her husband to cancer last year, said this was the first time Landon ever sneaked out of the house.

“A lot of friends helped me through those times. I never thought I would have to go through round two,” Staley said.

Travin Nelson Phongphiou, 16, and Mikayla Sorenson, 15, also died in the crash. A 15-year-old girl was also inside the vehicle and remains hospitalized.

Sorenson's family said she was “beautiful, vibrant, loving, caring and a true gift from God to the world.”

Henry Jackson High School had grief counselors available to students on Thursday.

A GoFundMe account has been set up to cover the funeral costs for the three victims.

Gen. John Kelly Takes Over as White House Chief of Staff

Watch Video

Incoming White House chief of staff John Kelly’s ability to instill order was on the minds of those inside and outside the Trump administration Sunday, but it remained unclear to them whether he will be able to get his underlings to snap to.

President Donald Trump on Friday swapped in the homeland security secretary and retired Marine Corps general to be his chief of staff following Reince Preibus’ resignation from the job last week.

But when asked on CNN’s “State of the Union” if all staff members would answer to Kelly, White House budget director Mick Mulvaney simply responded, “I don’t know,” adding that he would report to Kelly just as he had Priebus.

White House counselor Kellyanne Conway also got a chain-of-command question on “Fox News Sunday,” and said that she would talk to Kelly about that at her first formal meeting with him on Monday.

“I will speak with General Kelly and the President about that, as I’m sure Anthony Scaramucci will,” Conway said, referring to the newly appointed White House communications director.

Scaramucci, who had a fraught relationship with Priebus and was brought in to bring order to a press shop in turmoil, notably announced when he took the job earlier this month that he reports to Trump, not the then-chief of staff.

A senior administration official declined to say whether Scaramucci would continue to report directly to the President with Kelly coming on, saying only that the “President gave Gen. Kelly full authority.”

And when asked whether first daughter Ivanka Trump and her husband Jared Kushner would lose the direct access to the President that they enjoy and go through Kelly, a White House source would only say: “Jared and Ivanka are very supportive of him (Kelly) coming in and have a tremendous amount of admiration for him and will follow his lead on how he wants things done.”

Pressed on that point, the source said: “They will follow his lead. They want this to work.”

Response from allies and opposition

Trump supporters outside the White House signaled their hope Sunday that the move to Kelly would be a productive shift for the administration.

“We’re all very hopeful now — those of us who backed Trump from the very beginning — that General Kelly can do a better job of marshaling the White House, the Cabinet members and the President himself,” Michael Caputo, a former Trump campaign adviser, said on CNN.

One thing Kelly would have on his side, Caputo said, was deference from Trump, who Caputo said “responds very, very well to flag officers.”

When asked by anchor Jake Tapper whether Kelly would bring a new kind of order to the Trump White House, such as suggesting that the President stop tweeting or at least introducing a review process for his tweets, Caputo said it was possible, provided Trump agreed to some ground rules with Kelly.

“I trust that the President is going to stand by whatever commitments he made to the general,” he said.

Corey Lewandowski, a former Trump campaign manager and former CNN contributor, said on NBC’s “Meet the Press” that he took Kelly’s hiring as evidence Trump wanted to shake things up to jump-start his stalled political agenda.

“The major issues of his agenda have not been accomplished through Congress,” Lewandowski said. “And he’s decided to make a change at the top to move his agenda forward.”

Lewandowski warned, however, against trying to alter the President’s behavior.

“The thing that General Kelly should do is not try to change Donald Trump,” Lewandowski said.

Meanwhile, voices from the Democratic side offered a mixed response to the hire.

John Podesta, who was chief of staff under President Bill Clinton and campaign chairman for former Secretary of State Hillary Clinton, offered personal praise for Kelly on ABC’s “This Week” and predicted the former Marine Corps general would say “no” to Trump when he felt he needed to.

But Kelly’s ability to reform the White House would come down to the President backing his chief of staff’s authority over the independent actors there, Podesta said.

“Will he accept the discipline that General Kelly will try to impose on the Anthony Scaramuccis and the Steve Bannons and the Jared Kushners and the rest?” Podesta asked. “Will the President back him up, or will he keep his door open to having all these characters kind of coming in and coming out?”

Podesta also said a key job for Kelly would be to maintain the independence of the special counsel investigation of Russia’s alleged efforts to influence last year’s election, led by former FBI Director Robert Mueller.

Rep. Barbara Lee, one of the more liberal Democrats in Congress, criticized not only Trump, but Kelly himself.

Writing on Twitter after the news of Kelly’s appointment, Lee said, “By putting Gen John Kelly in charge, Pres Trump is militarizing the White House & putting our executive branch in the hands of an extremist.”

Asked about the comment on CNN, Lee said she respected military service, but Kelly’s tenure enforcing Trump’s policies in the Department of Homeland Security was what drove her criticism.

“Promoting family dislocation, deportation of innocent men, women and children, breaking up families, promoting a Muslim ban, promoting a wall between the United States and Mexico,” Lee said. “Those are extreme policies.”

405 Freeway Lane Closures Near LAX to Begin on Monday; Expected to be Closed for 3 Weeks

If you’re making an evening run to Los Angeles International Airport in the next three weeks, it’s best to avoid parts of the 405 Freeway. Lanes on the busy freeway that many drivers use to get to and from the airport will be fully or partially closed at night for 15 weekdays.

The reason: Workers will be removing wood framing from a bridge over the freeway that will be used for the light-rail Crenshaw/LAX Line.

Starting at 10 p.m. Monday, northbound lanes — sometimes all lanes, sometimes two lanes only — will be shut between Century and La Tijera boulevards, an airport news release said. Lanes are to reopen by 7 a.m. Saturday, Aug. 5, a Caltrans release said

To work around the closure, northbound travelers should exit at the La Cienega/Manchester offramp and then turn left on Manchester Boulevard, right on La Tijera Boulevard and continue to the northbound 405 entrance to reenter the freeway.

Carbon Monoxide Sickens Children in Georgia Video-Game Truck

Fire crews responding to a call about an unconscious child at a birthday party soon found themselves dealing with a much bigger emergency: Nine people, most of them children, sick or unconscious with signs of carbon monoxide poisoning.

The incident happened Tuesday in Sharpsburg, Georgia, just south of Atlanta, as the kids played in a rented video-game trailer. A leak from the trailer’s generator filled the trailer with dangerously high levels of carbon monoxide, authorities said.

It started with just one child passing out — but when another stumbled and fell unconscious, parents began to evacuate the trailer.

GameTruck, the company that rented out the vehicle, said it has “never had an incident like this in the 11-year-history of the company.” In a statement sent to CNN, the company said it was working on replacing carbon monoxide detectors in all trailers “immediately.”

Nine children and two GameTruck employees were in the trailer for about 90 minutes before the symptoms began, according to the incident report from Coweta County Fire and Rescue. Both employees and seven of the children were taken to local hospitals; everyone was treated and released the same day.

The children ranged in age from 6 to 11 and the employees were 18 and 20, Fire Capt. Craig Sherrer told CNN. Parents were inside the house watching the younger kids. The owner of the home where the truck was parked could not be reached for comment.

After inspecting the trailer, firefighters measured 27 parts per million of carbon monoxide inside — 2 ppm more than what Sherrer said people should be exposed to over an 8-hour period.

He said the firefighters “know for a fact” that the levels were much higher than that when the children were still inside, since the generator had been turned off and measurements were taken 45 minutes after emergency crews arrived.

Firefighters said the carbon monoxide detector inside the trailer was not working. They noted in the incident report that the detector was “chirping as if the battery were dead.”

GameTruck operates franchises in more than 30 states, offering climate-controlled trailers filled with video games, game consoles and TV screens.

In its statement, GameTruck said it requires routine maintenance for all equipment.

“We are currently looking into the situation and hope to identify the cause of the problem in the coming days,” the statement said.

Sherrer said children and elderly adults are more prone to carbon monoxide poisoning, which is difficult to sense because the gas is colorless and tasteless. The first line of defense, he said, is a carbon monoxide detector.

Typical symptoms include headaches, fatigue and weakness. Sherrer also cited a “group of people randomly falling unconscious” as a warning sign.

Pence Pressures China on North Korea, Addresses Russia Sanctions

Vice President Mike Pence spoke forcefully about reining in North Korea’s nuclear program during his trip to Estonia on Sunday, saying that “all options are on the table” in countering the threat.

“The continued provocations by the rogue regime in North Korea are unacceptable, and the United States of America is going to continue to marshal the support of nations across the region and across the world to further isolate North Korea economically and diplomatically,” Pence told reporters.

Pence also lamented China’s actions in the effort to pressure Pyongyang.

“We believe China should do more,” Pence said. “The President has been clear about that in his conversations with President Xi (Jinping) that while China has taken unprecedented steps to begin to isolate North Korea economically and to bring diplomatic pressure, we believe China has a unique relationship with the regime in North Korea and has a unique ability to influence decisions by that regime.”

US Ambassador to the United Nations Nikki Haley also tweeted Sunday morning about the administration’s desire for China and other nations to put pressure on Pyongyang, writing, “Done talking about NKorea. China is aware they must act. Japan & SKorea must inc pressure. Not only a US problem. It will req an intl solution.”

In a statement on Twitter on Sunday afternoon, Haley dismissed reports that Washington is seeking an emergency UN Security Council meeting, saying, “North Korea is already subject to numerous Security Council resolutions that they violate with impunity,” and “China must decide if it is finally willing to take this vital step” of challenging Pyongyang.

“The time for talk is over,” Haley said. “The danger the North Korean regime poses to international peace is now clear to all.”

The remarks come two days after North Korea tested a ballistic missile that it claims can reach all of the United States. China, a longtime North Korean ally, issued a statement Saturday condemning the missile launch and asked Pyongyang to “stop taking actions that would escalate tensions” on the Korean Peninsula.

“The UN Security Council has clear regulations on North Korea’s launch activities that use ballistic missile technologies. China is opposed to North Korea’s launch activities in violation of UN Security Council resolutions and against the will of the international community,” Chinese Foreign Ministry spokesman Geng Shuang said.

In a pair of tweets Saturday, Trump also slammed China for not taking stronger action.

“I am very disappointed in China,” Trump tweeted. “… they do NOTHING for us with North Korea, just talk. We will no longer allow this to continue. China could easily solve this problem!”

In a show of force on Sunday, the US military said it conducted a successful missile defense test in the Pacific Ocean amid the growing tensions.

US forces tested the Terminal High Altitude Area Defense (THAAD) system in Alaska by launching a ballistic missile, which was then detected, tracked and intercepted over the Pacific Ocean, according to the military.

Russia

Pence’s visit to Estonia is the first leg of an Eastern European trip that will also take him to Georgia and Montenegro to show US support for them and NATO in the face of what the administration has called Russia’s destabilizing activities in Ukraine and elsewhere and its efforts to undermine the alliance. The trip comes amid rising tensions between the US and Russia over a new sanctions bill that easily cleared Congress last week and that the White House says Trump is expected to sign.

Passage of the bill prompted Russia to retaliate by cutting US diplomatic missions by 755 people, which Moscow announced Friday — an in-kind response to penalties that would be codified by the legislation, including the ejection of Russian diplomatic staff and closure of two Russian compounds in the US, for its alleged meddling in last year’s election and aggression in Ukraine.

“We waited a long time for things to perhaps change for the better,” Russian state media quoted Russian President Vladimir Putin as saying Sunday. “We had such hope that the situation would change, but judging by the situation that will not be soon.”

On taking retaliatory measures, Putin said, “I thought it was time for us to show that we will not leave this without an answer. As for other possible measures, or whether it is a lot or not, this is quite sensible from the point of view of the work of the diplomatic department. …”

Russian Deputy Foreign Minister Sergei Ryabkov threatened further retaliation against the US on Sunday morning, saying that if that US goes through with the sanctions, “we will respond in kind,” but he would not specify how Russia plans to respond.

Pence said Sunday that he hopes that slapping new sanctions on Russia would lead Russia to change its behavior with regard to Ukraine and end its support for Iran and North Korea.

“The President and I remain very hopeful that we’ll see different behavior by the Russian government, with regard to Ukraine, with regard to supporting rogue regimes in Iran and North Korea,” Pence said. “We continue to believe that if Russia will change its behavior, our relationship can change for the good and improve for the interests in both of our countries and the interest of peace and stability in this region and around the world.”

Pressed on how to square the purpose of his trip with Trump’s position on Russia’s alleged efforts to influence last year’s election, Pence defended the President. He insisted Trump is in agreement with US intelligence services on Russian meddling despite newly appointed White House communications director Anthony Scaramucci telling CNN last week that Trump is still unsure.

“The President has confirmed repeatedly that we believe Russia did meddle in US elections,” Pence said. “I think he has also said it could have been other actors as well. But he’s confirmed his belief and our intelligence that Russia was involved in meddling in US elections and it’s part of what inspired the bipartisan action in the Congress to codify the sanctions that our administration has been implementing against Russia and will continue to advance that.”
