DA’s Office to Review Campaign Contributions From Donors With Ties to Sea Breeze Developer

The Los Angeles district attorney’s office said Monday that it would review a series of campaign contributions made by donors with ties to a developer who secured approval for a controversial $72-million apartment complex.

On Sunday, a Times investigation showed that more than 100 donors who were directly or indirectly connected to developer Samuel Leung had made donations totaling more than $600,000 to L.A.-area politicians while his 352-unit Sea Breeze project was being reviewed.

Of those who donated, 11 denied making contributions or said they didn’t remember doing so, and one told The Times she had been reimbursed for at least one donation. The responses raise questions about whether someone else was the source of the money — a practice that is not permitted under campaign finance laws.

Jane Robison, a spokeswoman for Dist. Atty. Jackie Lacey, said prosecutors were “aware of the allegations” surrounding the Sea Breeze project, located in L.A.’s Harbor Gateway neighborhood, and would review them.

Santa Ana Police Pursue Suspected Stolen Vehicle

Santa Ana police pursued a suspected stolen vehicle Monday night before taking the driver into custody, officials said.

The pursuit began near Hotel Terrence in Anaheim, according to Corporal Anthony Bertanga.

The driver stopped at numerous traffic lights before pulling into a Wal-Mart parking lot in Santa Ana.

There, he surrendered to police and officers took him into custody without incident.

California National Guard Can’t Find 4,000 Soldiers Who Received Improper Payments, Officials Say

The California National Guard can’t locate more than 4,000 of the 9,700 soldiers caught up in the military enlistment bonus scandal that has rocked one of the nation’s largest Guard organizations, according to its commander.

In an internal memo obtained by The Times, Maj. Gen. David Baldwin said the California Guard needed help finding thousands of soldiers who received improper enlistment bonuses or other incentives at the height of the Iraq and Afghanistan wars a decade ago.

Baldwin also wrote that the vast majority of the 9,700 current and former California Guard soldiers who received improper payments did so “unknowingly” and enlisted “in good faith at a time of war.”

His Oct. 27 memo is one of the first unequivocal statements by a senior military official since the bonus scandal surfaced that most California Guard soldiers did not know they were getting money improperly. It suggests most may be eligible to have some or all of their debts forgiven under a Pentagon review.

Boston Dad Passes Out Candy, Takes 3-Year-Old Daughter Trick-or-Treating During Flight

A father is being called the “dad of the year” for what he did on a cross-country flight Monday.

He felt bad that his young daughter had to be on a plane during Halloween night, so he found a way to make it super special for the little girl, who was dressed as a doughnut.

According to fellow passenger Stephanie Kahan, the father passed out candy to all the passengers on a flight from Boston’s Logan Airport to San Francisco International Airport Monday evening.

He included a note to explain the gesture:

Happy Halloween!

My 3-year-old daughter, Molly, was bummed that she wouldn’t be able to go trick-or-treating this year due to this flight… so I decided to bring trick-or-treating to her. If you are willing, when my little donut comes down the aisle, please drop this in her basket. You’ll be making her Halloween! If you’re unwilling, no worries, just pass the treat back to me. Thanks so much!

Then, he brought his 3-year-old daughter Molly down the aisle to trick-or-treat.

Kahan tweeted out the pics of the awesome gesture so that we can all know what a “dad of the year” looks like.

McDonald’s Settles Lawsuit, Agrees to Pay $3.75 Million to Bay Area Franchise Workers

For the first time, McDonald’s has settled a case with workers who said they were subject to labor violations at franchisee-owned stores.

The company agreed to pay $3.75 million to workers who alleged that several Bay Area McDonald’s stores miscalculated their pay, denied them overtime, and did not compensate them for cleaning their uniforms, according to documents filed Friday in a U.S. District Court in San Francisco.

McDonald’s has been battling for years in courts across the country to shield itself from wage and hour claims made by workers at franchisees, and has generally succeeded. For the last several months, the company has been fighting with the National Labor Relations Board in a case being heard by an administrative judge in New York about whether it is a joint employer of workers owned by franchisees.

The most recent San Francisco case marked the first time a federal judge allowed a class to sue the company for violations at franchisee stores, based on a different interpretation of the joint employer relationship.

Ex L.A. County Sheriff Wants to Move Pending Criminal Trial Out of Area

With his criminal trial approaching, former L.A. County Sheriff Lee Baca wants the case moved far from Los Angeles and is seeking to have the lead prosecutor disqualified.

At a hearing Monday afternoon, Baca’s attorney, Nathan Hochman, will try to persuade a judge to grant the requests — over the objections of the U.S. attorney’s office.

In court filings, Hochman has tried to make the case to U.S. District Judge Percy Anderson that media coverage of Baca’s legal troubles will make it impossible to select an impartial jury in Los Angeles. And he has said that Assistant U.S. Atty. Brandon Fox should not be allowed to prosecute the former sheriff because, should the case go to trial, Hochman plans to call Fox as a witness.

Baca faces charges of obstruction of justice and lying to federal investigators that stem from the role he allegedly played in a 2011 plan to interfere with an FBI probe into widespread abuses by sheriff’s deputies working in county jails.

Former Long Beach Police Officer Arrested, Charged After Allegedly Attacking Estranged Wife’s Boyfriend

Former Long Beach police officer was arrested and charged with attacking his estranged wife’s boyfriend then dragging her from the man’s home last year, prosecutors said Monday.

Toby Benskin, 34, is expected to be arraigned Wednesday on three counts of assault with a firearm, two counts of assault with a deadly weapon, one count each of assault likely to produce bodily injury, criminal threats, first-degree burglary with a person present and false imprisonment with violence.

Benskin was arrested Monday in the city of Orange and was being held in Orange County jail on $200,000 bail.

On Oct. 27, 2015, while he was off duty, prosecutors say Benskin broke into the home of his estranged wife’s boyfriend and threatened to kill him and his roommate, before dragging his estranged wife from the home, prosecutors said.

Two types of Oreo cookies are being pulled off store shelves after parent company MondelÄ“z issued a voluntary recall due to allergy risk.

The company, based in East Hanover, New Jersey, failed to list milk as one of the ingredients of Oreo Fudge Cremes – both the original and mint variety – prompting the recall.

The voluntary recall affects cookies sold in the United States, Puerto Rico, St. Croix and St. Thomas.

“People who have an allergy or severe sensitivity to milk run the risk of serious or life-threatening allergic reaction if they consume this product,” the company wrote in a press release.

As of Monday morning, one person has reported an allergic reaction, the release said.

MondelÄ“z is recalling the products out of an “abundance of caution,” noting that the packaging already contains a warning that the cookies are “manufactured on equipment that processes milk.”

Memorial Service Held for New Mexico Girl Who Was Raped and Killed, Allegedly While Her Mother Watched

Hundreds of people attended an emotional memorial service over the weekend to remember Victoria Martens, the 10-year-old New Mexico girl who was brutally raped and killed two months ago, allegedly while her own mother watched.

Family, friends and the community, as well as several high-profile public figures in the state, gathered to mourn the loss of Victoria. The service was held Saturday at Copper Pointe Church, Albuquerque-area television station KOAT reported.

“When I look at her photo, I can’t help but see a sweet child radiating kindness,” New Mexico Gov. Susana Martinez told the crowd through tears, according to the station.

Said Attorney General Hector Balderas: “Just as she was looking for other children to play with, in many ways, she may be looking for ways for her and many of us community leaders to try to protect more children.”

Albuquerque Police Department Chief Gordon Eden talked about the strength of the community in the wake of Victoria’s killing on Aug. 23.

“We came here together to grieve, but we came here together to support one another,” he said.

Victoria’s godmother, Laura Bobbs, told the crowd of the child’s kindness and remembered her short but impactful life.

“She knocked on my door that morning and said, ‘Excuse me my name is Victoria.’ I said, ‘Well aren’t you a cute little thing. Where’d you come from? She had little pig tails. She said, ‘I’m new in the neighborhood but do you have any kids I can play with?’”

Bobbs described falling to her knees the morning she learned of Victoria’s death.

“The first thing I asked God was will you get me through this pain?” she recalled.

One woman who lived near Victoria said she “brought a lot of life” to those in the neighborhood and her school.

“She was always bright, and light, and full of life,” Veronica Brazas told the school.

Victoria was killed one day after she turned 10.

Three people have been charged in connection with the horrific crime: Victoria’s mother, Michelle Martens; the mother’s boyfriend, Fabian Gonzales; and his cousin, Jessica Kelley.

At Least 1 Hospitalized After Incident at Chatsworth Courthouse; LAPD Responding

Los Angeles police, firefighters and sheriff’s deputies were responding midday Monday to the courthouse in Chatsworth, where blood was seen spilled on the pavement and at least one person was hurt.

A woman could be seen receiving treatment from firefighters right outside the entrance to courthouse, at 9425 Penfield Ave., at 12:30 p.m.

Firefighters appeared to be helping the woman, who was sitting up about 25 feet from what appeared to be a pool of spilled blood.

She was taken to a waiting ambulance, which went to Northridge Hospital Medical Center.

Crime scene tape was put up around the courthouse, aerial video from Sky5 showed.

The Los Angeles Police Department’s Devonshire Division did not immediately have any details and an officer there said the scene was still active. The Sheriff’s Department polices the county courthouses.

Allegedly Intoxicated 12-Year-Old Driver Crashes Car During Police Pursuit in Texas: Reports

A 12-year-old boy suspected of being under the influence when he crashed his car while allegedly leading police on a pursuit in Austin, Texas, on Monday morning faces a number of charges, according to multiple reports.

The incident began shortly after 7:30 a.m. when an officer saw a driver weaving through traffic in the 900 block of Springdale Road, Austin-area television station KXAN reported, citing police.

“He initially thought it was someone distracted, but once he saw the driver going over the line, he thought the person was impaired,” Austin Police Department Officer Ivan Ramos told the station.

The driver took off when the officer tried to pull him over, according to police.

During the pursuit, he allegedly hit another vehicle before crashing into a utility pole a short time later, effectively ending the chase, according to KXAN.

The injured boy was rushed to a hospital for treatment. He is expected to be OK.

No other injuries were reported; the 12-year-old boy was the lone occupant in his car, according to KVUE in Austin.

The driver faces a number of possible charges, including driving while intoxicated, evading arrest, and failure to stop and render aid, both TV stations reported.

Lakers Player Metta World Peace Details Encounter With Ghost at Allegedly Haunted Hotel in Oklahoma City

Metta World Peace said he was “inappropriately” touched by a ghost at an allegedly haunted Oklahoma City hotel when the Los Angeles Lakers recently visited to the city to play against the Thunder, KTLA sister station KFOR reported.

The mysteries surrounding the Skirvin Hotel have been talked about for years, as many guests have claimed the 105-year-old hotel is haunted, according to the Oklahoma City-area television station.

In recent years, many opponents of the Thunder have said they had trouble sleeping in the hotel because of one not-so-quiet fan — a downtown ghost known as “Effie.”

Paranormal investigator Christy Clark spoke with KFOR in 2014 after a sports commentator said he encountered the ghost, telling the station she’s heard about a number of encounters at the hotel.

“When you have an old building chances are you’re going to have a lot of ghost stories told about it,” said Clark.  “Effie has been reported as a naked woman and she is seen getting in the shower with some of the male occupants there in the hotel. She’s also seen propositioning some of the males when they’re in their bedrooms.”

As legend has it, Effie was a maid who had an affair with the hotel owner and became pregnant.  She was apparently locked away on the 10th floor.  When the baby was born, she was so depressed that she jumped out the window ending her life, along with her newborn baby.

“So you have to take a collage of all these different stories and it can’t be a figment of their imagination. If you have more than one person or a group of people that are experiencing things, chances are you have something paranormal taking place,” Clark told KFOR in 2014.

Effie is known for playing pranks on people by knocking on doors, whispering and opening drawers.

On Sunday, when the Los Angeles Lakers were in town to play the Oklahoma City Thunder, some of the players refused to stay at the Skirvin and paid for their own rooms at a nearby hotel, the Orange County Register reports.

“I’m not going to play with that. I’d rather pay for my peace of mind,” Lakers guard Lou Williams told the Register. “If they say it’s haunted, that’s enough for me. I’m not going to roll the dice.”

“I prefer to stay away from the supposed supernatural,” forward Larry Nance Jr. added. “I just don’t want any issues.”

Although some of his teammates chose to steer of the supposedly haunted hotel, one Lakers player — Metta World Peace — decided to chance it.

He told the Register that he did encounter what he called a mystical presence during his stay.

“The ghosts were all over me. I just accepted it,” Lakers forward Metta World Peace said. “They touched me all over the place. I’m taking one of the ghosts to court for touching me in the wrong places.”

Although the basketball star made light of the situation, he insisted he was serious about what he experienced.

While some people believe in the presence of Effie, others think she is a myth.

“Keep in mind, if a woman were to throw herself and her baby out of a 10th floor window of the Skirvin, that would have made the news. This would not have escaped notice,” Steve Lackmeyer, who co-authored the book Skirvin on the historic hotel, previously told KFOR.

Regardless of there not being any official record of Effie, she continues to spook many guests, especially out-of-town athletes.

Teen Shot to Death in San Bernardino While Walking Home; Search for Shooter Underway

A teen was fatally shot while walking home in San Bernardino Sunday night, spurring a search for his killer, police said.

Officers responded to the 700 block of West Virginia Street around 10:10 p.m. after receiving a report of a shooting, according to a San Bernardino Police Department news release.

When they arrived, officers found the victim — identified as 17-year-old Joseph Rodriguez — with multiple gunshot wounds, the release stated.

He was rushed to a hospital where he later died from his injuries, according to police.

Investigators believe Rodriguez was headed to his residence when he was confronted by an individual and then shot.

A motive for the fatal shooting was not yet known; police have also not released a description of the shooter.

No additional details have been released.

Nurses, Volunteers Dress Up Tiny Babies in NICU at Kansas City Hospital for Halloween

Surrounded by tubes and the constant beep of machines, the tiny babies at the St. Luke Hospital in Kansas City, Missouri, will spend their first Halloween in the hospital.

But an exceptional group of nurses and volunteers are determined not to let the holiday slip by uncelebrated.

So they’ve outfitted the little guests at the hospital’s neonatal intensive care unit in a costume: Superman, Captain America, Batman, Wonder Woman, and even a butterfly. The gang’s all here.

Parents picked a costume to fit their tiny tot’s personality and the nurses and March of Dimes volunteers got to work; cutting, sewing, and crocheting them for 35 babies.

“Families in our NICU may spend weeks or months here, and it can be an emotional time,” hospital spokeswoman Michelle Manuel told CNN.

“Providing an opportunity for them to celebrate Halloween with their little ones allows them a sense of normalcy, and to celebrate their baby’s first milestones, which is what every family wants to do.”

Three local photographers, each a mother of a former NICU baby, volunteered to take pictures.

Photographer Emmalee Schaumburg is grateful today for the pictures she took of her daughter during her time in the NICU.

“Now that she’s 2 and a half, I am so glad I can go back and look at those pictures and see how far she’s come,” Schaumburg told CNN. “It’s so important to remember how far these babies have come.”

As if the costumes weren’t enough, each family was presented with a “Trick or Treat, smell my feet” card with their baby’s footprints, a hand crocheted pumpkin filled with treats, and a Halloween book that they can read together.

Though Halloween will be hard to top, the NICU staff is already brainstorming ideas for the rest of the holiday season.

Another Series of Small Earthquakes Hit Near Salton Sea; Second Swarm in Two Months

A series of small earthquakes struck near the Salton Sea area overnight.

Nearly 20 micro-quakes — the strongest measuring magnitude 3.3, with others much smaller — struck the town of Niland near the eastern shore of the Salton Sea, according to the U.S. Geological Survey. A magnitude 3.6 quake was recorded near Salton City on the west side of the Salton Sea.

In September, a series of more than 200 small quakes hit the area. That prompted scientists to say for several days that there was an elevated risk for a big San Andreas fault earthquake. Many of the minor quakes were located under the sea itself.

The Salton Sea is one of California’s most seismically complex areas. It is located on a web of faults that scientists fear could one day wake up the nearby San Andreas from its long slumber.

Pennsylvania Student Allegedly Put Bleach in Pregnant Girlfriend’s Water Bottle to Harm Unborn Baby

A 20-year old man is charged with deliberately putting bleach in his pregnant girlfriend’s water bottle in an attempt to harm the unborn child.

Theophilous Washington, a junior at Millersville University in Pennsylvania, is charged with one felony count of attempted murder of an unborn child and a misdemeanor count reckless endangerment.

He was arraigned Friday evening.

“The charges are twisted, and the intended result nothing short of horrifying,” Lancaster County District Attorney Craig Stedman said.

A doctor examined the victim, who is approximately two months pregnant, and the unborn baby. Both are believed to be physically unharmed.

Police say Washington and the woman were hanging out in his room Thursday night into Friday morning. As she was leaving, Washington suggested she have a bottle of water from his refrigerator.

The female drank the water when she returned to her on-campus room and felt a burning sensation in her throat. She vomited and then called 911.

Washington admitted to putting bleach in the water bottle, according to police. He had stated previously that he did not want his girlfriend to have the child.

Millersville University officials said there was never any threat to the safety of other students.

“This was a horrible, unconscionable event,” Brian Hazlett, Vice President of Student Affairs and Enrollment Management at Millersville University, said Friday. “It is very disturbing to me personally because I consider our students to be our family. Our thoughts and prayers are with the victim and we’re doing everything we can to make sure she is okay. At no time was anyone else on campus at risk. Because this was a totally isolated incident that did not impact anyone else on campus, a Timely Warning and our MU Alert system were not warranted.”

A preliminary hearing will be scheduled for a date in the coming weeks.

“There is no greater call in law enforcement than to protect the most vulnerable among us and there are none more vulnerable than the unborn,” Stedman said.

The investigation is ongoing and additional charges could be filed.

Washington's bail was set at $1 million.

Hillary Clinton Emails: How the FBI’s Investigation May Affect 2016 Presidential Race

Eleven days before the 2016 presidential election, Comey announced that the FBI had discovered additional emails and is reviewing them to see whether they are related to the bureau’s investigation into Clinton’s handling of classified information.

Here’s what you need to know — and how it might affect Clinton, Donald Trump and the presidential race:

Why is this happening now?

It started with the FBI’s investigation into Anthony Weiner, the disgraced former New York congressman who was caught over the summer exchanging lewd and sexually suggestive messages with a 15-year-old girl.

Weiner’s estranged wife is Clinton adviser Huma Abedin. And in their look into Weiner’s sexting allegations, which began on September 22, investigators from the FBI’s New York field office discovered Abedin’s emails on Weiner’s laptop — with initial data showing those emails went through Clinton’s server.

It was enough to lead FBI Director James Comey to conclude the emails would need to be reviewed to see if he’d need to reopen the investigation he’d closed in July on whether Clinton kept classified information on the private email server she used during her tenure as secretary of state.

Comey was made aware of the emails’ existence by mid-October, law enforcement sources have said. He was given a full briefing on Thursday.

Comey decided Friday after a series of “long grueling meetings” with top FBI executives that the FBI needed to review to see whether the emails were related to its investigation into Clinton’s server, and a letter would be sent to Congress about the development, a law enforcement source told CNN.

And so, on Friday — 11 days from the election — Comey informed eight Senate and House chairmen, who are Republicans, and copied the ranking Democrats on their panels.

Does Comey’s decision break with precedent?

Everything about this is beyond precedent.

There’s never been a major party nominee under FBI investigation leading up to the election before. And how it’s being handled is equally out of the ordinary.

Comey gave advance notice to top officials at the Justice Department before sending his letter to lawmakers Friday — but he didn’t get sign-off from those officials, and wasn’t seeking it. Instead he made an independent decision to go against longstanding Justice Department and FBI practice to not comment publicly about politically sensitive investigations within 60 days of an election, a law enforcement official said.

Comey’s decision adds to the unusual role he has played in the Clinton email probe, which some critics have said usurped the role of prosecutors in the Justice Department whose job is to review FBI findings and make decisions on whether to bring charges.

Comey made the unprecedented move in July to publicly announce that he would recommend no charges be brought in the email investigation, saying that no reasonable prosecutor would bring such charges. He made the July announcement without providing prior notice to Justice officials.

That was in part because of another extraordinary part of the Clinton email investigation: A tarmac meeting between Bill Clinton and Lynch — who, because of that meeting, left decisions on whether to prosecute Clinton to others because of the conflict.

How mad are Democrats about Comey’s Friday move?

Senate Minority Leader Harry Reid said in a letter to Comey on Sunday that he may have violated the Hatch Act, barring political activity by federal officials.

“I am writing to inform you that my office has determined that these actions may violate the Hatch Act,” Reid said in his letter to Comey. “Through your partisan actions, you may have broken the law.”

Clinton’s campaign is focused largely on the reality that Comey’s actions are out of step for the Justice Department and the FBI — but now that Comey has made his move, the political consequences can’t be undone.

On Monday, former Attorney General Eric Holder wrote an op-ed in the Washington Post criticizing Comey’s decision, titled: “James Comey is a good man, but he made a serious mistake.”

“I served with Jim Comey and I know him well. This is a very difficult piece for me to write. He is a man of integrity and honor. I respect him. But good men make mistakes. In this instance, he has committed a serious error with potentially severe implications,” Holder wrote.

Calling Comey’s letter “a stunning breach of protocol,” Holder said that the departure from policy broke “fundamental principles. I fear (Comey) has unintentionally and negatively affected public trust in both the Justice Department and the FBI. And he has allowed — again without improper motive — misinformation to be spread by partisans with less pure intentions.”

What does this have to do with Hillary Clinton?

It’s too soon to know.

The FBI discovered emails sent to or from Abedin — one of Clinton’s longest-serving and most-trusted aides.

But it’s not clear whether those are the same emails the FBI already reviewed in its investigation into Clinton’s private email server that concluded in July with an admonition from Comey — but no recommendation of charges.

There could be additional emails that Clinton didn’t turn over to the State Department and the FBI didn’t discover during its investigation. Even if any such emails exist, it still might not mean much because they could be personal in nature.

Comey wrote to Congress that “the FBI cannot yet assess whether or not this material may be significant.”

What will happen next?

The Justice Department obtained a warrant Sunday that will allow it to begin searching the emails found on Weiner’s laptop to determine if they contained any classified information.

However, in his letter to Congress, Comey all but guaranteed the FBI wouldn’t be done with its review prior to Election Day. He said he “cannot predict how long it will take us to complete this additional work” — and since the initial investigation took months, completing even a smaller version in less than nine days is improbable.

A lot hinges on how many of the emails are new. If the FBI has gone through most of them before, it could speed the process. But if some are new, the FBI could need to consult with other agencies regarding the sensitivity of the information.

That means the short-term political problem for Clinton is uncertainty in the days before the election.

At this point, it appears Abedin herself doesn’t know what investigators will discover.

“The possibility that this device contains any emails of hers is news to her,” a source familiar with the investigation and civil litigation told CNN. “The device supposedly at issue now belonged to Anthony, not her.”

How will this impact the election?

It’ll take a couple days before new polls will show the full impact of the latest revelation.

But for Clinton, what’s troubling is that the development gives new life to a story that has fueled voters’ sense that she’s untrustworthy — perhaps her biggest political liability — at exactly the wrong time, as her campaign’s early voting operation is at full stride and with little time left before November 8.

It’s clear Clinton’s campaign senses the danger. Her top aides are hardly hiding their frustration — and they’re directing that frustration at Comey.

“He might have taken the first step of actually having looked at them (the emails) before he did this in the middle of a presidential campaign, so close to the voting,” Clinton campaign chairman John Podesta told CNN’s Jake Tapper on “State of the Union.”

Clinton herself weighed in Saturday, questioning Comey’s decision to act so close to the election — and without more information to explain just what the bombshell he dropped actually is.

“It’s pretty strange to put something like that out with such little information right before an election,” Clinton told supporters in Daytona Beach, Florida, where the crowd booed at the mention of Comey’s letter. “In fact, it’s not just strange, it’s unprecedented and it’s deeply troubling because voters deserve to get full and complete facts.”

Trump, meanwhile, is reveling in Clinton’s political trouble — with his surrogates tamping down their charges of politicization within the Justice Department, and Trump even cracking a joke on Sunday.

“We never thought we were going to say thank you to Anthony Weiner,” Trump said at a rally in Las Vegas.

Video Shows Machete Wielding Man Storming TSA Checkpoint in 2015

An interminable TSA airport line descended into a horror as a man unleashed streams of wasp spray onto scrambling travelers and swung a machete at people before bolting through a security line.

Newly released video — obtained by the New Orleans Advocate — shows the first moments of the March 2015 attack at the city’s airport which ended with the shooting of the machete-wielding man. The attacker later died from three bullet wounds inflicted by a sheriff’s lieutenant.

In the video, the man — identified as Richard White, 63 — is seen at the top of the frame as he calmly walks up to a line of travelers at a TSA checkpoint at Louis Armstrong New Orleans International Airport.

He pulls a can of wasp spray from a bag and unleashes streams onto travelers as people begin to disperse. The man is then seen pulling a machete from his waistband and swinging its blade at people standing in line.

Moments later, the video shows the man spraying the chemical in the face of a TSA officer before chasing him through a wobbling metal detector and out of camera range.

White died one day after the attack, following treatment for three bullet wounds he suffered when a sheriff’s lieutenant fired at him, officials said. Investigators said he suffered from some type of mental illness.

When White approached the checkpoint, he was carrying a bag that he dropped as soon as he sprayed travelers as well as a security officer, authorities said at the time.

In the bag, investigators found Molotov cocktails.

A grill lighter and plastic letter opener were also found in the bag, and next to his body investigators discovered powdery material and wicks, which they determined were from crushed smoke bombs.

The bomb squad later found more smoke bombs in his car, and in the trunk were three gas tanks — one for Freon, one for oxygen and one for acetylene, a compressed gas used in welding and metal-cutting.

Investigators said the motive for the attack was unclear.

TSA officer Carol Richel, was wounded in the arm by one of the bullets fired at White. The bullet went through her tricep.

“I didn’t hear him say anything,” she said at the time. “Once I yelled for the checkpoint to be cleared, I looked over my shoulder and he was coming after me. And I ran as fast as I could and thank God the officer was as close as she was, because I wouldn’t be here today.”

T-Rex Volleyball Battle Caught on Video at Hermosa Beach

One would expect to see crazy costumes on Halloween weekend, but who could have predicted seeing two dinosaurs digging volleyballs at the beach?

A group of friends,who meet up at Hermosa Beach every Sunday to play volleyball, decided to dress up for Halloween weekend.

"We decided to do a costume coed Sunday Funday. Lilly and Jason Raney's T-Rex costumes took the cake and had everyone on the strand of Hermosa Beach stopping to take pics and videos!" said pro-beach volleyball player Laryssa Mereszcazk, who sent FOX 5 the video. "I haven't laughed that hard in a while, it was historical."

There were other random dinosaur sightings Sunday.

Revelers to Descend on West Hollywood for Annual Halloween Carnaval; Street Closures in Place

Street closures are in place Monday as revelers prepare to descend on West Hollywood for the annual Hollywood Carnaval, dubbed by the City as the "world's largest Halloween festivity."

The event takes place on Santa Monica Boulevard between Doheny Drive and La Cienega Boulevard and is expected to draw several hundred thousand people, according to the City's website.

The celebration begins at 6 p.m. and is scheduled to end at 11 p.m., however, revelers are known to stay into the early morning hours.

1 Critical After Being Found Shot in Car in South Los Angeles

One person is in critical condition Monday morning after being shot in a car in the Manchester Square neighborhood of South Los Angeles.

The shooting occurred just after 3 a.m. near the intersection South Western Avenue and West 81st Street.

The shooting victim was found inside the vehicle, which had crashed into a tree, said Officer Hagaman with the Los Angeles Police Department.

The wounded person was taken to a local hospital in critical condition, said Hagaman.

No information was immediately available on the search for the gunman.

Oklahoma Fugitive Suspected of Murdering Relatives Killed in Shootout With Police

Michael Dale Vance, Jr., the Oklahoma fugitive who authorities said shot two officers and killed two relatives a week ago, died in a shootout Sunday night, according to the FBI Special Agent Terry Weber.

One officer was shot during the pursuit, according to Ellis County Sheriff Shane Booth. The officer’s condition is unknown at this time.

Details of the shootout were not immediately available.

Earlier in the day, Booth said Vance, 38, of Chandler, Oklahoma, had likely been spotted but fled from his hiding spot and camp site just north of Hammon. A perimeter was immediately setup at all north entrances to Ellis County and Dewey County. Vance fled in his car but was believed to have been contained within the perimeter, according to Booth.

Manhunt

Vance had been on the run since allegedly injuring the two officers in Wellston during a shootout on Oct. 23, according to the Lincoln County Sheriff’s Office.

Emergency officials in Lincoln County, northeast of Oklahoma County, said Vance shot and wounded the two officers after they responded a disturbance call. The wounded officers returned fire, striking Vance at least once.

Vance, who was recently charged with child sex abuse, fled in a stolen patrol car. He was believed to be carrying an AK-47.

That evening, investigators believe Vance shot at a woman, injuring her as he stole her Lincoln Town Car.

Authorities later spotted a similar car at a house in Luther. Police found the bodies of Robert and Valerie Kay Wilkson, who were Vance’s aunt and uncle, according to CNN affilate KFOR-TV.

Both were stabbed and Robert Wilkerson had been shot. Based on the stab wounds, authorities said the killer apparently tried to behead Wilkson and dismember his wife.

Social media posts

Vance boasted about his crimes on social media, posting videos on Facebook. In one instance, he pointed at a weapon on the floor of his vehicle — possibly an AK-47 — and hinted at more violence to come.

Another of Vance’s uncles said shortly after the shooting that his nephew may have been plotting the rampage for week.

Vance, who had recently been released from jail, was angry after he was arrested in July on the accusations of child sexual abuse, the uncle told KFOR.

“Everything that was said, it was all a setup,” Vance said on Facebook.

Woman Dies After Being Hit by Expo Line in Culver City; Service Suspended: LASD

A woman was fatally struck by a Metro train between the Expo Line’s Culver City and Palms platforms, authorities said.

Officers responded to the call around 9 p.m. and found the woman dead, according to Los Angeles Sheriff’s Department Public Information Officer Ramon Montenegro.

L.A. Metro suspended the line’s service between the two stations as the investigation was being conducted.

No further details were immediately available.

Facebook’s Ad Options Could Allow Illegal Housing Discrimination

Facebook knows almost everything about you and uses that to show ads designed to appeal to your interests.

That’s nothing new. But on Friday, a report surfaced that these targeted ads can potentially be used illegally.

Facebook has an ad customization option called “Ethnic Affinities,” which lets advertisers target specific groups — or exclude them. ProPublica found that the tool can be used to discriminate against users with housing-related ads — which is forbidden under the Fair Housing Act.

Facebook doesn’t ask users for their race, but the massive amounts of data it collects can infer it.

ProPublica tested this feature by posting an ad for a housing event that it requested not be shown to anyone with an “Ethnic Affinity” of African-American, Asian-American or Hispanic. It said that the ad was approved in 15 minutes.

The 1968 Fair Housing Act prohibits advertising the rental or sale of homes and discriminating “based on race, color, religion, sex, handicap, familial status, or national origin.”

Since the ProPublica ad was for an event, not actually selling a house, it wasn’t technically illegal. But civil rights attorney John Relman, who called the exclusionary ads “horrifying,” told CNNMoney there are numerous non-discrimination laws at both the federal and local level that could potentially be violated with ads that exclude minorities.

“The problem is when Facebook develops a tool like that … if it’s an advertiser who’s working in a part of the market covered by discrimination laws, like the housing market, then Facebook is going to be liable for discrimination,” Relman said.

Facebook screens and approves all ads using both humans and algorithms. It could easily miss one that’s discriminatory.

“[Facebook] realizes it’s a powerful tool being able to sort people based on race or gender,” Relman said. “But this can be used in insidious ways to exclude people and it’s a very dangerous practice.”

Any advertiser can exclude certain “Ethnic Affinities” by clicking “exclude people” on the ad creation page.

Facebook says the ad targeting options are meant to let advertisers granularly target only those individuals who would be interested in the product.

Christian Martinez, head of multicultural at Facebook, defended the use of ad targeting based on Ethnic Affinities in a blog post published after the ProPublica report.

Martinez said Facebook wants its users to see ads that are specifically relevant to them — that this is a way of acknowledging and embracing diversity.

“Everyone benefits from access to content that’s more relevant to them. But this is especially critical for people who choose to affiliate with ethnic communities,” he wrote.

So-called “exclusion targeting” is common in the advertising industry, he said, and when Facebook sees published ads that violate the rules, it promptly removes them.

In a statement, a spokeswoman for Facebook confirmed the company prohibits people from using ads to discriminate: “Our policies prohibit using our targeting options to discriminate, and they require compliance with the law. We take prompt enforcement action when we determine that ads violate our policies.”

This type of ad targeting is not used by Google, which allows exclusionary advertising based on age, gender and parental status, but not race or ethnicity.

Four Richmond Officers to Be Fired in Wake of Bay Area Police Sex Crimes Scandal

Four more Bay Area police officers will be fired as a result of an investigation into allegations made by a teenage sex-trafficking victim who said she slept with dozens of law enforcement officers.

Richmond City Manager Bill Lindsay on Sunday said the four officers will be fired after a city investigation found “documented misconduct” between the officers and the victim. Five other officers will be given official reprimands.

The Oakland Police Department and other Bay Area law enforcement agencies came under intense scrutiny in June after 19-year-old Jasmine Abuslin came forward earlier this year and said that she had sex with multiple officers, some while she was underage.

In addition to the firings in Richmond, four Oakland police officers were fired and seven others suspended without pay in September.

Neighbors Question Intent of Halloween Decorations With Confederate Flag, Dark Figure Hanging in Orange County Community

Some in the community of Wagon Wheel are worried about the message sent by decorations that appeared overnight in the neighborhood, while others say it is merely a "Texas Chain Saw Massacre" tribute.

A concerned neighbor sent KTLA an image of what appears to be a dark-skinned person hanging by a noose, a confederate flag and a sign reading "South Texas" used as Halloween decor in the 30 block of Homestead Drive in the master-planned community near Trabuco Canyon.

The residents who sent in the image declined to speak on record. However, another neighbor told KTLA the items are part of an annual "Texas Chain Saw Massacre"-themed set-up with a haunted house.

The owners of the home also declined to speak on record.

Missing Ridgecrest Woman Found in Overturned Hummer Had Placed Distress Call 1 Week Ago

Officials have identified the woman found trapped in and overturned Hummer in near Adelanto as Ridgecrest resident Barbara McPheron.

McPheron, 69, was rescued after an hour-long operation to extricate her from the vehicle after it apparently rolled down a hill on Torosa Road Saturday, according to the San Bernardino County Fire Department. She had been missing for five days from her home in Ridgecrest.

McPheron is currently being treated at Arrowhead Regional Medical Center and is in serious condition but expected to recover from her injuries.

It appears she had been trapped in the vehicle nearly a week. McPheron was reported missing under suspicious circumstances on Oct. 23 around 12:50 p.m. after she used the OnStar in her Hummer H3 to call 911, according to a press release from the Ridgecrest Police Department. The agency said it received a 911 call transferred from the Kern County Sheriff’s Department regarding McPheron stating “ditch on Highway 395, Stater Bros. and Kashmir Street.”

The areas indicated were searched but McPherson was not found, police said. Sheriff’s deputies also conducted and air search on Highway 395 and the China Lake Police Department searched from Highway 178 to Trona.

She was rescued around 6 p.m. Saturday after the San Bernardino County Fire Department received a call about an overturned vehicle.

LAPD Chief Charlie Beck Fractures Pelvis Falling Off Motorcycle On Mountain Trail

Los Angeles Police Chief Charlie Beck fractured his pelvis Saturday after he fell off his motorcycle on a rocky trail in the Techachapi Mountains north of Los Angeles, the department said in a statement.

Beck, who was riding with a group of friends, was able to ride back to his truck and drive home before he went to a local hospital for emergency medical care, the department said in the statement.

He may require surgery on Monday but the department said he is expected to recover and return to work within the next week.

“I want to thank everyone for their well-wishes as I recuperate from my recent motorcycle mishap,” Beck said in a statement. “As always, I am in constant contact with my LAPD command staff and will be working diligently while I recuperate to continue leading the men and women of the LAPD.”

Man Shot and Killed at Halloween Party in Lancaster; Police Searching for Suspect

A man was shot and killed in Lancaster early Sunday while attending a Halloween party, sheriff’s officials reported.

crime-sceneDeputies responded to a shooting call at about 2:12 a.m. in the 45300 block of Andale Avenue and found the man lying in the street next to his car, the Los Angeles County Sheriff’s Department said in a news release.

The 27-year-old man was treated by paramedics, but pronounced dead at the scene.

A relative of the victim told deputies he had been at a Halloween party in the 45000 block of Trevor Avenue when he was shot, officials said.

The relative tried to drive the man to a hospital, but she crashed her car into the curb.

No other information was released.

The investigation was ongoing.

Sgt. Allen Brandt was shot on patrol after responding to reports of gunfire in Fairbanks early Oct. 16.

Brandt was wearing body armor, but was struck by bullets in a leg and shrapnel in an eye. The father-of-four had been well enough to speak at a community council meeting earlier this week, at which he said that he had predicted to his family that he would be shot.

Community hurting

Announcing his colleague’s death Friday, Fairbanks’ Acting Police Chief Brad Johnson said the city had lost a hero.

“I’m sorry to have to let you know that earlier this afternoon, Sgt. Allen Brandt lost the fight. He had surgery yesterday and suffered complications afterward, which continued to deteriorate through the day and from which he was unable to recover,” Johnson said. The surgery was related to the injuries Brandt suffered in the shooting, according to a police statement.

“Our community, this department, our families, our friends are hurting. We thank you for all the support you’ve given us so far and we ask for more for his family for your department and for yourselves, let’s help each other heal and work through this together.”

‘I think I’m going to get shot’

Brandt had worked with the Fairbanks Police Department since 2005.

Addressing the city council after a resolution honoring him Monday, Brandt said that he was humbled. “We have many fine officers that are far greater and have done better things than I have.”

He described living with the danger associated with police work.

“I travel everywhere armed, always vigilant , always watching — and the other officers over there, they’re the same way,” he said.

“The night that I was shot I had my four kids and my wife on my bed and I read them a story, like I do.

“After the story I told them ‘I think I’m going to get shot tonight.’ And in the middle of a gun battle that’s all I could think about.”

Brandt said his wife thought the first two people to call her about the shooting were playing a cruel practical joke on her.

“But can you imagine telling your kids before you go to work that you’re going to get shot? Well that’s what our police officers deal with every day. And I’m not complaining, but I just want you to know what it’s like — the life of a police officer.”

Brandt said a bullet had been fired at his heart and that his body armor had saved him — but that he had seen the “hand of the Lord” during the attack.

“Can you believe I was shot five times in the legs and I walked into this room,” he asked the meeting.

In a statement issued October 16, Fairbanks Police said police had responded to reports of shots fired shortly after midnight that day.

“As multiple calls came into the Dispatch Center, Sgt. Brandt radioed that he had been shot.

“After shooting Sgt. Brandt, the suspect fled the scene in Brandt’s patrol car. A few blocks away the patrol car was recovered.

” Police released dashcam footage of the incident. It appears to show a man brandishing a firearm approaching the patrol car and later walking away from the car in what appears to be a different location.

Anthony George Jenkins-Alexie, aged 29, was arrested October 19 and subsequently charged with attempted murder, assault, vehicle theft, firearm theft and tampering with physical evidence.

Announcing the charges at a media conference last week, Johnson said Jenkins-Alexie had a lengthy criminal history and had previously made threats against law enforcement.

“After interviewing him and based on his own admissions and significant corroborating evidence. I can assure the community that he acted alone and that there is no continuing threat to my fellow police officers or citizens.”

A candlelit vigil was held at the Fairbanks Police Department Friday following the news that Brandt had died.

Father of El Cajon Man Fatally Shot by Police Establishes Foundation for Police Reform

The father of Alfred Olango has announced the creation of a foundation for police reform, in the name of his son, who was killed by El Cajon police last month.

Richard Olango said San Diego would be the headquarters of the Alfred Olango Justice and Unity Foundation “for the whole world.”

The foundation has been registered as a nonprofit organization in California, he said Saturday at a gathering held at the World Beat Center in Balboa Park.

The event, called the International Day of Remembrance for Victims of Police Brutality, drew about 90 people.

By participating in this Sweepstakes, you agree to release and hold harmless Sponsor, The Walt Disney Company and their respective parents , subsidiaries, and affiliates, and the officers, directors, agents, and employees of all such companies from any and all damages, injuries, claims, causes of action, liabilities, expenses or losses of any kind resulting from your participation in this sweepstakes, and/or your acceptance, possession, use, or misuse of any prize and any prize related activity and travel related thereto, including without limitation, personal injury, death, property damage, defamation, infringement of intellectual property rights, and claims based on the rights of publicity and privacy.

 

Sponsor, The Walt Disney Company and their affiliates and agents (collectively, the “Released Parties”) are not responsible for changes made to the Prizes being awarded, and are under no obligation to provide a substitute prize.  The Released Parties are not responsible for any typographical or other error in the printing or advertising of the offer, administration or execution of the Sweepstakes or in the announcements of the prizes/prize winners.

 

Under no circumstances shall the Released Parties be liable for indirect, incidental, consequential, special or exemplary damages, attorneys’ fees or any other damages.

 

Neither the failure of any Released Party to insist upon or enforce strict performance of any provision of these Official Rules or the failure, delay or omission by any Released Party in exercising any right with respect to any term of these Official Rules, will be construed as a waiver or relinquishment to any extent of such Released Party’s right to assert or rely upon any such provision or right in that or any other instance.

 

All issues and questions concerning the construction, validity, interpretation and enforceability of these Official Rules, or the rights and obligations of entrants and Sponsor in connection with these Sweepstakes shall be governed by and construed in accordance with the laws of the State of California, without giving effect to any choice of law or conflict of law rules or provisions.    All disputes arising out of or relating to any prize provided by Prize Provider shall be solely and exclusively brought in state or federal courts within Los Angeles County, California. Such claims shall be resolved individually, without resort to any form of class action, and all such claims shall be limited to actual out-of-pocket costs incurred, but in no event to include attorneys’ fees.

 

For a copy of the Official Rules or the name of the winners, send a self-addressed envelope to “THEME PARK ANNUAL PASS GIVEAWAY NOVEMBER 2016”, KTLA-TV, Attn: Creative Services, 5800 Sunset Boulevard, Los Angeles, California 90028, by December 31, 2016.  The winners’ names will be available after the winners have been verified and the prizes have been awarded.
